Person from Eastern Europe sits at library with completely empty location and several homosexual men come and sit directly next to him, taking turns, being noisy in various ways trying to get his attention, with having been told how to do this in a systemic way and overt way with training given they are in public locations. 

While across him sits this older man coughing and grunting intensely the entire duration which could be some form of gang activity training by creating noise and confusion in the area using common intense coughing sounds…

Reports also came about similar activity in the street as well in Squirrel Hill specifically targeting men from Eastern Europe and Europe, intensely harassing them, and showing up when they go for a walk in public in a coordinated way making them afraid to be in public…
